Ximena Baquerizo, CFE /president@jacksonvilleacfe.org

Ximena Baquerizo is an Internal Audit Manager with over ten years of experience conducting risk assessments, control self-assessments, and internal and external audits. She started her career as an external auditor in the financial services industry at Ernst & Young’s (EY) Assurance practice, conducting financial statement audits. In her current role, Ximena is responsible for leading and managing audit projects and the anti-fraud data analytics audit program. She holds a Bachelor's and Master's degree in accounting and is a Certified Fraud Examiner.

David Johnston, CFE / chapterrelations@jacksonvilleacfe.org

David Johnston currently serves as a Deputy Inspector General for Jacksonville’s Office of Inspector General (OIG). He oversees the Audit and Data Analytics Units within the OIG. These Units cover the entire consolidated government of Jacksonville, including its independent agencies and constitutional offices. Prior to the OIG, David was a prosecutor for the State Attorney’s Office in Florida’s 4th Judicial Circuit. In that capacity, he predominantly worked in the Special Prosecution Unit, handling complex financial crimes, insurance fraud, and public corruption. In addition to a Juris Doctorate from Stetson University College of Law, David has a Master of Business Administration from Florida State University and Certified Fraud Examiner and Certified Inspector General Auditor certifications. He is also an active member of the Florida Bar’s Fourth Circuit Grievance Committee, Jacksonville Bar Professionalism Committee, Fraud Prevention Association, and the Northeast Florida Consumer Council.

Rick Samples is the Deputy Inspector General for Investigations for the Jacksonville, Florida, Office of Inspector General. He oversees the OIG’s Intake and Investigation programs and is dedicated to developing complex, comprehensive, impactful investigations. Before joining the Jacksonville OIG in April of 2022, Rick spent 11 years with the Jacksonville Sheriff’s Office as a Police Officer, 20 years with the Bureau of Alcohol, Tobacco, Firearms, and Explosives as a Special Agent, specializing in federal firearms violations, trafficking, and explosives investigations, and then was the Liaison Manager for the Bomb Making Materials Awareness Program for the Jacksonville Sheriff’s Office. He has a Bachelor of Science in Workforce Education and Development from Southern Illinois University and is a Certified Inspector General Investigator.

Vincent Mokwenye, CIA, CFE, CGAP, CGFM / training@jacksonvilleacfe.org

Vincent is a Certified Fraud Examiner with over two decades of industry experience in Internal Auditing and Accounting. He holds a Bachelor's Degree in Accounting from the School of Business and Industry at Florida A&M University. In addition, he holds a Master's Degree in Accounting from the John Sperling School of Business at the University of Phoenix. He has held positions as the Vice President of Programs at the Tallahassee chapter of the Institute of Internal Auditors (TCIIA) between 2012 and 2013. Also, he was the Community Outreach Chair at the Tallahassee Chapter of the Association of Government Accountants (AGA) from 2009 to 2010.
